The Pacific Climate Change Finance Tracking Tool prototype has been developed with the support of the USAID funded "Institutional Strengthening for Pacific Island Countries to Adapt to Climate Change" (ISACC) Project. The project is implemented by the Pacific Community (SPC), in partnership with the Pacific Islands Forum Secretariat (PIFS) and the Secretariat of the Pacific Regional Environment Programme (SPREP).
The need to develop systems and tools to effectively track climate change and disaster risk finance has been a common finding of national climate finance assessments undertaken across the Pacific region. These finance assessments form the basis of this tool and have been led by PIFS, with the support of the USAID ISACC project and a number of development partners including the Australian Department of Foreign Affairs and Trade (DFAT) and the German Development Agency (GIZ).

Drupal 8 is used as a platform for the tool. Open source components are used where possible.
There are 3 user roles with different access to the portal. Details are provided below.
Role | Description |
Anonymous (unauthenticated user) | Anonymous users can view all charts and reports. |
Project Editors | Project Editors have access to everything Anonymous users have access to. Project editors can also edit projects and basic pages they created (and cannot edit any projects, other users created). They can also add new projects and basic pages. All actions available to project editors are shown in the admin toolbar at the top of the screen. |
Site Admins | Site Admins have access to everything Project Editors have access to. Site Admins can edit any projects and basic pages (including changing the creator to allow Project Editors to edit certain projects and basic pages). They also can manage taxonomies, user accounts, and main navigation. Taxonomies used for project fields to manage dropdown options. Site Admins need to add new options for them to become available for dropdown fields in Project records. All actions available to project editors are shown in the admin toolbar at the top of the screen. |
Drupal and its dependencies require security updates from time to time. All security advisories are listed here: https://www.drupal.org/security.
It is also recommended to update all dependencies (even the ones that don’t have security updates required) to their latest versions to keep dependencies up to date. This reduces maintenance overhead.
It is recommended to set up a Git repository for the code for the team that is maintaining the Tool. This repo can be used as a remote for the CFTT instance.
